This inspired me. See, Clark Terry is known for his mumbling scat style. It almost sounds like it's intelligible, but it's all nonsense. I love the scatted "story" that happens around the 2:30 mark in the video. What if we had some kind of public speaker, but he's speaking in these Mumbles? We have a bunch of Agents form a crowd, nodding in agreement, maybe voicing their agreement, and see how many bystanders we can rope into thinking it's an actual speech? It'd take practice to make it sound genuine, but it could also be interspersed with real words to make it sound more convincing.

Sounds really fun, where abouts would we do something like this though... I was wondering about near the legislature, it might make it seem like more of a legite speach if its near a place this sort of thing happens.
