we might try a "political" mission. Put up our own "goofy" candidate. I college my RA wanted to run for some student body position. I ran his campaign. A bunch of us went to the voting convention wearing diapers. Our theme was "it is time for a change" He won!
For our candidate we might use the same theme and put up a "Nanny" as our candidate or ??
Alternatively we could go as the "Undecidied" Party.

Or maybe a pair of golfers wandering around looking for a lost golfball. Can't be hard to find golfers or golfing equipment here in San Diego.

To build off the "Shark" mission, make it more our own, have the runner be dressed in typical beach bum attire: open shirt, board shorts, sunglasses, flip flops. Have the shark be chased by a lifeguard (in standard Tom and Jerry routine) who's blowing on a whistle and trying to save the surfer. Maybe have the lifeguard followed by someone(thing?) else to build a chain of people chasing after each other.

Just some thoughts.

Plan out a basic route on a local college campus, and a couple people stationed throughout with cameras to capture the shark and crazed victim running around? Should get plenty of attention, and it'd be good for new people to see how a mission is run.
